Who regulates care in Liverpool

Liverpool care services are registered with the Care Quality Commission, and children’s homes with Ofsted. For every worker we introduce to a Liverpool service, we confirm identity and right to work, an enhanced DBS check with the barred list the role needs, two references including the most recent care employer, and training.

Every nurse is checked on the NMC register, with any conditions on their practice and their revalidation date.

Workforce register
No national register for care workers. Nurses are on the NMC register, and social workers must be registered with Social Work England.

Care services in Liverpool

In the CQC’s assessment of Liverpool City Council, published in September 2025, council leaders spoke about care market fragility and difficulties with recruitment and retention. The report named nursing homes as the main pressure point, with some providers handing back contracts because of financial viability.

The same report cited Skills for Care estimates putting Liverpool’s adult social care vacancy rate at 6.29 per cent, below the England average of 8.06 per cent at the time, while council leaders still described recruitment and retention as difficult.

Since November 2024, Liverpool University Hospitals, Liverpool Women’s and Liverpool Heart and Chest have worked together as NHS University Hospitals of Liverpool Group, running five hospital sites including Aintree, Broadgreen and the Royal Liverpool University Hospital. NHS Cheshire and Merseyside Integrated Care Board plans NHS services for the city.

Partners told the CQC there were gaps in services for people with mental health needs, care home places for people living with dementia and nursing home places, and leaders described one nursing provider handing back its contract, leaving two nursing homes at risk of closure. Home care is in better shape: the council reported sufficient domiciliary care, with a median wait of 3.25 days, and an increase in new providers in recent years.

The council recognises that keeping care staff depends on paying more than the minimum wage, avoiding zero hours contracts, offering full-time work, and giving access to training and relevant qualifications, and it works with providers on each.

Yes. We recruit permanent RGNs and RMNs and can cover shifts while you recruit. The CQC’s 2025 report on the council named nursing homes as the main pressure point in the city, so start early and tell us what makes your home a good place to work.

Do you cover Sefton, Knowsley and the Wirral too?

Yes. The same CQC rules and checks apply across Merseyside, and we look for workers who live near your service.
