Who regulates care in Surrey

Surrey care services are registered with the Care Quality Commission, and children’s homes with Ofsted. Every worker we introduce to a Surrey service has had their identity and right to work confirmed, an enhanced DBS check with the barred list the role needs, and references from recent care work.

Nurses are checked on the NMC register, and home care drivers have their licence and their insurance for driving at work checked before their first run.

Care regulator
Care Quality Commission (CQC) for adult social care. Ofsted registers and inspects children’s homes.
Criminal record checks
Disclosure and Barring Service (DBS). Care roles are usually checked at enhanced level, with the adults’ or children’s barred list where the work is regulated activity.
Workforce register
No national register for care workers. Nurses are on the NMC register, and social workers must be registered with Social Work England.

Care services in Surrey

Under the Surrey (Structural Changes) Order 2026, East Surrey Council will cover Elmbridge, Epsom and Ewell, Mole Valley, Reigate and Banstead, and Tandridge. West Surrey Council will cover Guildford, Runnymede, Spelthorne, Surrey Heath, Waverley and Woking. The government’s September 2026 review of reorganisation does not affect the two new councils.

On the NHS side, NHS Surrey and Sussex Integrated Care Board was created on 1 April 2026 by merging NHS Surrey Heartlands and NHS Sussex, and took in Surrey Heath, Farnham and Ash from the former NHS Frimley. All of Surrey is now covered by one integrated care board.

The CQC’s assessment of Surrey County Council, published in November 2024, describes a county that is more urban than England as a whole, with large rural populations in some areas. It reported that support workers are often commissioned and paid at the lowest rate, which makes them hard to recruit and keep. Skills for Care put Surrey’s adult social care vacancy rate at 8.4 per cent in 2024/25, above the South East average of 7.0 per cent.

The M25 crosses the county and meets the A3 at junction 10, the Wisley Interchange. Surrey and Sussex Healthcare NHS Trust runs East Surrey Hospital.

Questions from managers in Surrey

Will the new Surrey councils change how we book staff?

No. Your terms with us stay the same. What changes on 1 April 2027 is which council commissions and funds care in your area: East Surrey Council or West Surrey Council.

Can you find support workers for supported living in Surrey?

Yes. The CQC noted that support workers are hard to recruit in Surrey, so we talk through pay and travel with you, and match workers to the people they will support.

Is Surrey Heath now in the same NHS board as the rest of Surrey?

Yes. Surrey Heath, Farnham and Ash moved into NHS Surrey and Sussex Integrated Care Board on 1 April 2026, when NHS Frimley was dissolved, so all of Surrey is now covered by one board.
